Not the Twilight Zone (but Close). As reported yesterday, the text of the omnibus education finance bills in both the House and Senate were released yesterday and I posted them along with a spreadsheet showing the change-items in HF 5237. Below are another set of documents: summaries of both bills and the change-item spreadsheet from SF 5252.
Revising the timeline I posted yesterday, testimony will be taken in both the House and Senate tomorrow (Tuesday) with mark-up sessions slated for Wednesday morning (and perhaps Wednesday evening depending on how many amendments will be offered). With no further adieu, here are the documents.
HF 5237 Distribution of READ Act Revenue from 2023 Omnibus Education Bill HF 5237 distributes the professional development dollars from the 2023 omnibus education finance and policy bill on a per pupil basis of $39.91 per pupil unit with a $2,000 minimum per district. This moves the program from application-based to one distributed by formula to districts.
SF 5252 State Aid Change-Items

Conferees Named for Omnibus Education Policy Named. With the passage of the omnibus education policy bill off the House floor last Thursday and the Senate’s refusal to accept the House bill, a conference committee is necessary and the conferees have been named.
Senate Conferees: Senator Steve Cwodzinski-Chair (DFL), Senator Erin Maye Quade (DFL), and Senator Jim Abelever (R)
House Conferees: Representative Laurie Pryor-Chair (DFL), Representative Josiah Hill (DFL), and Representative Peggy Bennett (R)
It is unclear when deliberations will start, but I would assume (always dangerous) that they will wait until after the funding bill deadline has passed on Friday, April 19, before meeting.
